Intercultural management proposal for the Teaching of the Arhuaca indigenous language.
It arises as the need to respond in a more comprehensive and effective way to comply with the Law of Origin (1), Colombian interculturality and the appropriation of the history of the Arhuaca nation, through the learning of the mother tongue Ikun. The importance of the present proposal to develop a learning space of the own language in the municipality of Pueblo Bello in the urban area, it is necessary and urgent because there is no educational institution that offers said service and the means for teaching the Arhuaca language to indigenous Arhuaco children and adolescents who live within the urban perimeter, allowing solutions to a number of children and young people in terms of learning the Arhuacao ikua indigenous language, in turn, strengthening the cultural identity, philosophy, knowledge, the ethical principle of a millennialtown and native that seeks to guarantee the stability of their own government therefore the total protection of the people Arhuacoy its territory.
1.0 INTRODUCTION The countries that make up Latin America today are a group of peoples endowed with diverse cultures, languages and ethnic groups, the result of long and complex historical processes. However, the recognition of this cultural diversity is relatively recent, especially with regard to indigenous societies. The situation of poverty in which these societies find themselves is also reflected in the field of education. Despite the great literacy effort made throughout the region in recent decades, high rates of illiteracy persist among indigenous ethnic groups and communities, which shows that national educational systems do not adjust to the needs of indigenous peoples. The answer to this reality is the adoption of policies that lead to a differentiated education that takes into account the plurality of languages, and therefore cultures. One of the most frequent criticisms of bilingual education programs has been precisely their character of an instrument for learning the official language and to improve school performance; although they supposed the subordination of the indigenous culture to the dominant culture. Moreover, a crucial point for intercultural bilingual education taking ownership of the mother tongue is obviously teacher training. As is well known, teacher training schools are directed by silencing or omitting in the majority of the time the cultural diversity, the multilingual character and the composition of the multiethnicity of many Latin American societies. In the Colombian context, specifically the Arhuaco people, their language is known as the Ikun, which is widely spoken and corresponds to the most extended and important linguistic family in all aspects. On the other hand, it is true that the interest of adults to extend the language to their children has been neglected and much less to motivate them to learn the history of the Arhuaco people with their cosmogony and worldview. If these indigenous people are made to understand that learning the mother tongue also implies understanding the cultural legacy of the Arhuaca nation.
2.1. GENERAL OBJECTIVE Strengthen the Ikun or Arhuaca language, providing official or virtual classes of their own or native language to children and young people that contribute to improving reading, writing and understanding the Arhuaca cultural integrityand its history in a structured way in the Ati Kwakumuke community as a guarantee of physical, cultural and territorial protection – Pueblo Bello.
2.2. SPECIFIC OBJECTIVES Teaching the history and cultural integrity of the Arhuaco people by teaching the Ikun mother tongue , using strategic tools for teaching the ikun language. Creating new mechanisms for learning the Ikua language through the use of appropriate software and developed under the guidance of Arhuaco teaching experts; for the service of teaching the new generation, young people and children who live inside and outside the ancestral territory. Provide the necessary tools, equipment, and implements the space or main headquarters for the teaching of the ikun language, for the service and attention to children and young people of the Arhuaca families of Ati Kwakumuke.
3.0. BACKGROUND AND JUSTIFICATION Since the 80's the town Arhuaco we have been developing mechanisms for teaching the ikun language, creating our own programs, workshops, courses, training for teachers, so that they in turn develop them in the classrooms with the children and young people of the Arhuaco People; the experience we have is that the teaching based or approach and methods adopted from the foreign education system do not fit in the cultural dynamics and the results are very low in teaching, for which we have developed a new strategy according to the need, with the support of Arhuaco teacher with great experience, where we believe that we would improve and facilitate with greater impact and achievable in less time than children, youth, adults and professionals who lack the Ikun language can count on the opportunity to learn to read, write, express themselves widely and very fluid if we develop the methods that we have developed but under no funding from entities, but the result has been very positive where there have been trials with teachers and young people from the Ati Kwakumuke community, it is expected to widely carry this initiatives of some young entrepreneurs and who ensure the protection of identity, philosophy and territory as mechanisms to guarantee full enjoyment like Arhuaco. Various researches have shown that human beings are usually related to graphic images, which we interpret and we try to find meanings, managing to establish a relationship between images and text. It has been concluded in studies on creative teaching of any language, that the practice of approach to reading and writing through the association of image-text, should not be abandoned or substituted by situations in which an excessive verbalization prevails (Villasmil 1998).
For learning the Arhuaca language is necessary immersion into the current cultural context, which is a successful method for learning indigenous history and the Ikun mother tongue. This happens when the student lives with the Arhuacos and learns the language not only by learning in classrooms but also by interacting every day with the natives of this language. It is important that the student's native language is never used, forcing the student to absorb the information out of survival necessity . But at the same time educators must use educational tools to clearly communicate the meaning of what they are trying to communicate.
4.0 EXPECTED IMPACT At the end of this project, the organizational, administrative and educational structure of the educational institute for the teaching of Ikun must be formed. This institute aspires to be self-sustainable, guaranteeing compliance with the provisions relating to the regulations in force in the different estates that govern the general law of education and the intercultural bilingual law, in addition it will be characterized by its great advance in teaching technique in the area of humanities and language.
5.0 EXPECTED RESULTS Achieve the application of the bilingual intercultural law in the populations involved in the
projects in a complete way and preserve the cultural identity of our country and its pre- Colombian cultures. Consolidate the Arhuaca language as a competitive advantage for
professionals interested in work in geographic areas where there is a presence of these communities. Strengthen the language (ikun) as the first language, not only in the geographical areas belonging to the Arhuaca community, but also in different areas of the country as a strategy for the preservation of Colombian cultural identity.
